SURFACE MAINTENANCE MECHANIC SUPERVISOR (T32)

As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (T32), WS-5801-13, you will plan on a quarterly or longer basis, the overall use of subordinate personnel and resources under their control; determine resource requirements, materials, the number of subordinates and the types of skill necessary to accomplish long-range work schedules; allocate resources and distributes work to organizational segments or groups under their control; analyze work plans developed by subordinate supervisors and monitors the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements; obtain prior approval of changes that would modify or deviate overall work schedules or affect work operations controlled by supervisors not under their control; provide information and advice to higher-level supervisors, management officials, and staff organizations on feasibility of work assignments as scheduled, budget estimates, and workload data to assist in developing or reviewing proposed long-range schedules and work requirements, and may participate with superiors in planning conferences and meetings; assign and explain work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed; maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations; review and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors; participate with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards; evaluate work operations and reviews completed work and inspection reports to assure that standards are met; coordinate work operations with the supervisors of other organizations and functions; assure that subordinate supervisors effectively carry out policies to achieve management objectives; recommend promotion or reassignment of subordinate supervisors, makes formal appraisals of their performance, and determines their training needs; schedule leave of subordinate supervisors, reviews personnel actions, and performance appraisals initiated by them, acts on personnel problems referred by subordinate supervisors, and maintains administrative records. PHYSICAL EFFORT:
Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights. WORKING CONDITIONS:
Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods. AREA OF CONSIDERATION:
This position is in the Excepted Federal Civil Service under the authority of 32 U.S.C. 709, and is open ONLY to ON BOARD excepted permanent/indefinite (T32 and T5) technicians employed by the Florida National Guard. PCS:
Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. TEMPORARY PROMOTION- For Title 32 selectees only:
This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only:
This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). Experience:
Must have have experience or training which demonstrates your ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED
Experience:
WS-13 must have at least 36 Months experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems.- In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
