Position Function:
Under the direction of the Director of Utilities, performs duties necessary to support the Utility Maintenance Division to enforce the City's Code of Ordinances and Federal and State regulations regarding industrial pre-treatment and waste control compliance, processes, and procedures (e.
g.
investigations into the nature of local businesses and wastewater generating processes; the magnitude, type, and strength of waste produced; flow testing; discharge; etc.
); and backflow monitoring and testing.
Essential Duties:
Performs duties necessary to support the Utility Maintenance Division to enforce the City's Code of Ordinances and Federal and State regulations regarding industrial pre-treatment and waste control compliance, processes, and procedures (e.
g.
investigations into the nature of local businesses, wastewater-generating process, and the magnitude, type and strength of waste produced, flow testing, discharge, etc.
); and backflow monitoring and testing.
Duties include, but are not limited to, creating and issuing surveys, permits, and citations; conducting field tests and investigations; performing and preparing enforcement actions; and collecting and preparing evidence for legal prosecution of violators.
Performs duties necessary to respond to and resolve customer complaints, and POTW plant disturbances and wastewater problems (e.
g.
odor, overflows, etc.
).
Responsible for the collection and testing of the City's plant influent and effluent samples to meet annual pre-treatment standards and requirements of the Florida Department of Environmental Protection; inspecting commercial grease interceptors and bulk grease tanks; and coordinating violations and monthly billing.
Responsible for maintaining records, reports, and data including Self-Monitoring reports, spill/slug discharge plans, enforcement and compliance tracking, pretreatment annual reports, etc.
Performs periodic reviews and updates of records.
Responsible for coordinating, monitoring, enforcing, and overseeing a pre-treatment program and ensuring industrial users' waste contributions are regulated through permits.
Responsible for collecting and analyzing samples to determine program compliance.
Performs duties necessary to investigate sources and effects of industrial and commercial discharges on the Wastewater Treatment Plant.
Responsible for establishing working relationships with industries and explaining their obligations, providing information, and making recommendations regarding violations with individual users and solutions to be implemented.
Performs additional duties as assigned.
Environment:
Duties are performed primarily within an outdoor environment or setting.
Exposure to inclement weather; human waste/fecal matter; chemical and electrical hazards; toxic or noxious odors; and dust, allergens, and mold.
Knowledge/Skills/Abilities:
Required knowledge and experience are normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, three (3) to five (5) years of work-related experience.
Wastewater Operator C license or higher required.
Industrial Pre-treatment certification is required.
Must exhibit attention to detail, accuracy, and safety.
Must be able to communicate and present oneself in a professional manner.
Ability to use computers and job-related software.
Ability to read, interpret and understand Code of Ordinances, and job-related Federal and State regulations to ensure compliance with pre-treatment standards and requirements.
Ability to understand and follow written or verbal instructions and/or directions.
Ability to read, write and keep logbooks, records, notices, citations, and work notes.
Ability to establish and maintain effective working and professional relationships with City employees and officials, businesses, and the general public.
Ability to work under high demands, short time constraints, and pressure in a fast-paced work environment.
Ability to maintain certification.
Other Requirements:
Must possess a Valid Florida Class E driver's license.
Must pass applicable pre-employment testing and background and credit checks.
SPECIAL REQUIREMENT:
This position may be required to report for work when a declaration of emergency has been declared in Polk County.

Estimated Salary: $20 to $28 per hour based on qualifications.
